Terrible follow-up - buyer beware

Although Mr. Harrington provided a great design, his implementation and follow-up are among the worst I have ever experienced. We contracted with Harrington to install an irrigation system and design and install landscaping throughout our yard. The completion of the inital installations occured weeks after promised, with excuses provided only when we could track him down. Additionally, over one year later, we are still waiting for replacement of 3 shrubs that he has even agreed he is to replace. He will commit to replacing them within a week, and then we won't hear from him for weeks, again until we track him down. Buyer beware - a great design is only as good as the implementation and service from the contractor. For us, the aggrevation has not been worth any of the savings.
